Removal of CHIEF Permissions to Create New Declarations

On Monday 15 July 2024 HMRC wrote to all export declarants who have used CHIEF since Jan 2023 to confirm that from Wed 17 July 2024, they would no longer be able to submit export declarations on CHIEF. 

Approximately 2700 declarants received the communication via email, and the entire community (approx. 3600) will receive a hard copy via postal letter over the following couple of days. 

For context, unless HMRC had given a customer permission to use CHIEF, all export declarations should have been made through the CDS since 4 June 2024, and anyone who has used CHIEF without permission since has been sent a series of warning letters and been contacted via telephone to discuss the need to urgently move to the CDS and stop using CHIEF before permissions are removed.

The latest HMRC data (29 June – 5 July) showed only 56 customers were still making declarations in CHIEF, a number which they expect to have again reduced significantly since. With the overwhelming majority of customers fully migrated to CDS, this communication acts as a thank you from HMRC for their co-operation and confirmation that CDS is the only system in operation for new customs declarations.
